The ghost bull represents Santa Clara County's rancho period following the decline of the mission system in the early to mid-1800s. Cattle were the livelihood of the majority of Santa Clara County residents during that time. The water on the bull's back represents the cattle's connection to the Bay Area, and more specifically, Santa Clara County's early founding.
